Issue a directed award to an ANC (8(a)) small business with no dollar limit; or
Set aside for only 8(a) small businesses with no dollar limit; or
Set aside for only EDWOSB with $3 million dollar limit, not exceeding $5 million dollars; or
Set aside for paragraphs (d) and (e) above with no dollar limit; or
Open competition to all MOA holders
