Illinois Higher-Education IT Needs Are Outpacing the Teams Expected to Deliver Them

In meetings across Illinois institutions, the story is almost always the same. An IT director — capable, credentialed, trusted by leadership — says yes to the ERP modernization. Yes to closing the cybersecurity audit finding. Yes to standing up the AI governance framework before a privacy incident forces the conversation. They say “yes” because the work matters and their teams are committed. But months into execution, the gap between mandate and capacity often becomes clear, leaving leaders trying to protect both the project and the team delivering it.
These moments are not isolated. A 2025 EDUCAUSE study found that three-quarters of higher-education technology leaders described their workloads as excessive—up from 70 percent the year before. Insufficient staffing was the most commonly cited cause, yet more than one-third said their institutions had taken no action to address the problem.
The financial environment is making the capacity gap even harder to close. An EDUCAUSE QuickPoll found that 42 percent of respondents anticipated IT-budget reductions for the 2025–26 academic year, with a median expected decrease of 8 percent; 49 percent reported that hiring freezes had already been implemented.
And yet the technology mandate continues to expand. AI strategy and responsible use, cybersecurity, data modernization, operational efficiency, and institutional transformation are all competing for the same limited teams. The 2026 EDUCAUSE Workforce Report found that institutional change is largely being absorbed at the team level, with responsibilities added to meet growing demands and immediate priorities limiting capacity for longer-term strategic work.
Although a strong majority of respondents said their teams would need to support AI strategy and responsible use, most felt only somewhat prepared to do so.
The work has grown. The team has not.
